ResilientMass is the Commonwealth’s initiative for building statewide capacity for climate change adaptation and resilience. ResilientMass provides funding, localized climate change science and data, and decision support tools for the Commonwealth to facilitate action that enhances climate resilience for local planners, practitioners, policymakers, and the public.

Municipal Vulnerability Preparedness Program (MVP)
Our cities and towns are on the front lines of climate change. The MVP program from the Executive Office of Energy and Environmental Affairs (EEA) works with communities across the state to identify climate hazards, assess vulnerabilities, and develop and implement action plans to improve resilience to climate change.
2023 ResilientMass Plan
The ResilientMass Plan is the Commonwealth’s innovative State Hazard Mitigation and Climate Adaptation Plan (SHMCAP), developed through robust engagement with state and local government agencies, subject matter experts, community focus groups, and other key stakeholders. Building on the science and findings of the 2022 Massachusetts Climate Assessment and the 2018 SHMCAP, the Plan identifies strategies and specific, measurable actions state agencies will take to address risks to the human health and safety, communities, critical assets and infrastructure, natural resources, governance, and economy of the Commonwealth. The Plan aligns with Massachusetts’ vision to ensure that the Commonwealth is prepared to withstand, respond to, recover from, and mitigate all types of emergencies and disasters—and complies with FEMA requirements for state eligibility for pre- and post-disaster federal funding.
Resilient Massachusetts Action Team (RMAT)
The RMAT is an inter-agency team comprised of representatives from each Secretariat. The RMAT is tasked with monitoring and tracking the State Hazard Mitigation and Climate Adaptation Plan (SHMCAP) implementation process, making recommendations to and supporting agencies on plan updates, and facilitating coordination across State government and with stakeholders.
